Proposed Municipal Act Regulation Posted

The government has posted a proposed Municipal Act regulation that, if approved, would govern the creation of small business programs. According to the regulation, small business programs (often referred to as small business incubators) are designed to allow municipalities to offer counselling or financial incentives to small businesses in their jurisdiction. Bill 68, the Modernizing Ontario's Municipal Legislation Act, included a provision that would require municipalities to obtain approval from the Minister of Municipal Affairs before creating a small business program. The draft regulation outlines the rules for municipalities that are planning to establish a small business program. It covers topics such as consulting with the public, and adopting and publishing a business case study.
