Full Member
A Full Member shall be a person who has been admitted to membership in the Association, who is employed by, or under contract directly or indirectly with, a municipal corporation or local board and;
- Holds a management position with authority over physical resources and/or financial resources and/or human resources or is responsible for corporate policy development, strategic management or policy research and formulation; or
- Exercises supervisory responsibilities within a key service area.
In this section:
“authority” is defined as involvement in the decision making processes with respect to physical, budgetary or human resources.
“supervisory responsibilities” is defined as the direction or inspection of the work, actions or performance of others.
Member in Transition
A Member in Transition is an individual who is unemployed or in receipt of employment insurance benefits and who immediately prior to being unemployed or in receipt of employment insurance benefits:
- Was a member in good standing of the Association; and
- Was employed by a municipal corporation or a local board or by a government organization directly involved with the activities of a key service area.
Eligibility as a Member in Transition will be limited to a maximum period of two years, with the first year being the year in which the member became unemployed or began to receive employment insurance benefits.
Key Service Area
For the purposes of determining eligibility for membership, “Key Service Area” means a department, division or section, which delivers services that can be classified under one of the following categories:
- Finance
- Records Management
- Provincial Offences/Court Management
- General Administration (Council/CAO)

- Clerks
- Legal
- By-law/Licensing

Associate Member
An Associate Member shall be a person who has been admitted to membership in the Association, does not qualify as a Full Member, and:
- Is employed by, or under contract with, a municipal corporation or local board and exercises supervisory responsibilities within a service area other than a key service area; or
- Is employed by, or under contract with, a municipal corporation or local board and performs non-supervisory activities within a key service area; or
- Holds a management or supervisory position, or a full-time non-supervisory position, with an organization directly involved with the activities of a key service area.
In this section:
“supervisory responsibilities” is defined as the direction or inspection of the work, actions or performance of others.
Student/Educator Member
A Student/Educator Member shall be an individual who does not qualify, or no longer qualifies, for membership as a Full Member or Associate Member and:
- Is enrolled in an accredited educational program or taking one or more courses pertaining to a key service area; or
- Is employed by, or under contract with, an accredited educational institution to deliver courses pertaining to a key service area.
Retired Member
A Retired Member shall be an individual who was a member of the Association immediately prior to retirement; is in receipt of a municipal retirement pension or equivalent; and:
- Is fully retired from the work force; or
- Following retirement, takes on employment either directly, or under contract with, a non-municipal employer; or
- Following retirement, takes on employment either directly, or under contract with, a municipal corporation or local board within a service area other than a key service area, for a continuous period of no more than six months.
Local Board
As defined in the Municipal Act, 2001 S.O. 2001 Chapter 25, “Local Board” means a municipal service board, transportation commission, public library board, board of health, police services board, planning board or any other board, commission, committee, body or local authority established or exercising any power under any act with respect to the affairs or purposes of one or more municipalities, excluding a school board and a conservation authority.
