Unit 1 - Introduction to Local Government
A description and analysis of the evolution of the local government system in Ontario, from its historical origins to the present structure, this course looks at the place local government occupies within the broader governmental picture, justifications most often put forward for supporting a system of local government, and the Municipal Act 2001.

Unit 2 - Municipal Administration Structure
Beginning with a comparison of the nature of municipal administration to public administration at other levels of government, this course looks at the organisation of municipal government, with its Council, committees and staff, and the associated issues. It also discusses such recent modifications as the Chief Administrative Officer (CAO) system and the Executive Committee system. Particular attention is paid to Council-staff relationships, municipal policy development, and the `principal players' at the local level.

Unit 3 - Municipal Financial Management
Municipal revenue sources, current and capital budgets and their preparation, short- and long-term money management, the audit function and other methods of financial control are all discussed and examined in this essential course. The course concludes with suggestions for developing an overall system of financial management and control.

Unit 4 - Management in the Municipality
This is the final course in the Municipal Administration Programme and provides an opportunity to look at the management of municipalities, both large and small. Legal limitations and requirements on municipal action are explored. Land use and strategic planning processes are described. The two key areas of records administration and purchasing are looked at in detail. Effective management skills are discussed, including issues around personnel recruitment, supervision, development and evaluation; and the importance of good internal and external communications.

CHALLENGE EXAM
The Challenge exam is an opportunity to fast-forward through the Municipal Administration Programme. You may feel that you have sufficient background, education and experience needed to write the Challenge Exams for Units 1, 2 and/or 3 of the Municipal Administration Programme. There is no Challenge Exam for unit 4. You will need to receive approval to write each of the Challenge exams. Work experience is accepted to write the Challenge exams for units 1 & 2, but for Unit 3 you are required to have accounting/financial background. Four hours maximum are given to write each exam and you must attain at least 70% in order to receive credit for the specific MAP Unit you are challenging.

COMPREHENSIVE EXAM
After completing the four units of the Municipal Administration Programme, you will need to write the Comprehensive Exam if you plan to work towards the Certified Municipal Officer (CMO) accreditation. This is three-hour closed book exam based on all four units with a minimum passing grade of 50%.
