Municipal Clerks Institute (MCI) - Level 2


Registration will be open until September 16th or until spaces are full.

MCI Level 2 is the second part of AMCTO’s education program designed for municipal clerks and staff who work in the clerk’s department. Level 1 addresses a variety of functions associated with the clerk’s role, whereas Level 2 focuses on management and leadership skills that help clerks navigate municipal organizations, difficult situations, and a web of stakeholders. 

MCI Level 2 Program Structure  

The program consists of the following components:  

  • Four days of live instruction and moderated discussions via Zoom, led by experienced clerks and experts in municipal government. Days start at 8:30 am and wrap up by 2:45 pm. 

  • Case-based exercises and group activities.

  • Networking and discussion in an online forum. There is no specific meeting time for the online forum. Participate when it is convenient for you.  

You will receive a certificate of completion upon fulfilling the requirements of the program.

Who Should Attend 

  • Municipal clerks who want to enhance their management and leadership skills 

  • Students who completed MCI Level 1 (however, Level 1 is not a pre-requisite to Level 2) 


Fall 2021 MCI Level 2 program dates: September 23, 24, 30, and October 1.

The MCI Level 2 program addresses the intricate dynamics and relationships that clerks need to manage across the municipality. Topics include: 

  • Challenges and opportunities for clerks (Instructor: M. Rick O'Connor, City Clerk, City of Ottawa)

  • Leading with purpose as a public sector leader (Instructor: Debi Wilcox, CEO and Founder of Meeting Solutions Group, Professional Registered Parliamentarian)

  • Building relationships to further personal and organizational goals; effective communication and dealing with sensitive issues (Instructors: Michelle Casavecchia-Somers, former CAO/Clerk, Township of Malahide, and Michelle Smibert, Director of Corporate Services/Clerk, Town of Tillsonburg)

  • The role of the clerk in teaching, coaching, and mentoring teams (Instructor: Genevieve Scharback, Director of Administration/Clerk, Municipality of West Grey)

  • Records management program implementation and change management (Instructors: Ilidia Sa Melo, Records Information Specialist, Township of Woolwich, and Annette Gilchrist, CAO, Township of Bonnechere Valley)

  • Communications management and media relations (Instructor: Michael Genova, Director, Corporate and Strategic Communications, City of Vaughan)

  • Leadership skills for project management (Instructor: Bruce Beakley, Vice President, Human Resources, Strategy and Transformation, St. Joseph's General Hospital Elliot Lake)

  • Systems thinking (Instructor: Sandra McKenzie, Senior HR Leader) 

  • Panel: Clerks and leadership in unusual/emergency situations

Refund Policy: All cancellations must be confirmed to AMCTO in writing. A refund levy of $226.00 (includes HST) will be applied to all cancellations received up to fourteen (14) business days prior to the event. Refunds are not granted for cancellations made within thirteen (13) days or less of the event date.
