Civil Marriage Solemnization

Learn how to perform a civil marriage ceremony from start to finish including how to complete the required documentation needed in order to legalize this special union. Ontario Regulation 285/04 has authorized clerks of local municipalities to perform civil marriages and municipalities across Ontario have been the go-to choice for thousands of couples who wish to marry. 

Should a municipality choose to provide this service; the Municipal Clerk has the ability to delegate the responsibility to perform these marriages to any person, other than a member of council, under the authority of Subsection 228(4) of the Municipal Act.

Participants of this one-day virtual workshop will be provided with an overview of pertinent sections of the Marriage Act, its legislative requirements and learn how to perform a ceremony for any situation.

  • How to address various scenarios on the obligations of a person solemnizing marriages
  • How to complete the various documents, record information in the Register and order the necessary forms in order to legalize this special union 
  • ​How to solemnize a civil marriage through participant-officiating demos – this is the fun part!

Who should attend:

Clerks, Deputy Clerks, and any municipal employee who believes and/or who the Clerk believes should have the ability to provide such a service on behalf of the municipality.

About the Instructor:

Denise Labelle-Gé
linas is a retired city clerk with the municipality of Cornwall who has over 35 years experience in the municipal sector. Denise has served as a Professional Registered Parliamentarian for the Board of the Federation of Canadian Municipalities (FCM) since 2007, as well as an instructor for the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) for the Parliamentary Procedures course. She is a strong community supporter who volunteers at various non-profit organizations.

A refund levy of $113 (includes HST) will be applied to every cancellation received up to five (5) business days prior to the holding of the session. No refunds will be made for cancellations of less than five (5) business days prior to the holding of the session.
