Municipal Clerks Institute - Level 1

The AMCTO Municipal Clerks Institute (MCI) – Level 1, is an education program designed to provide the foundational needs of municipal staff new to the Clerks department, or to a Clerks role. The Municipal Clerks Institute Level 1 is offered as a 3 day retreat with a focused curriculum taught by expert municipal practitioners with decades of experience.

Due to the practical nature of the program, learning will take place in-person with only 40 spots available to participate.
Please note that we have worked with our venue, the Hampton Inn by Hilton, to ensure that all necessary safety measures and precautions will be taken around social distancing and proper cleaning. All in-class sessions will allow for 6 feet of distance between participants and all meals provided will follow Government health and safety guidelines. We also encourage participants to wear masks where social distancing is not possible and to practice frequent hand washing while on-site.


Who Should Attend

  • Municipal staff new to the Clerks department or to a Clerks role

  • Individuals looking for a career as a Clerk or in the Clerk’s department

  • Committee Coordinators, Elections Assistants, Committee Clerks, or any support role within the Clerks  Department

MCI Program Structure

  • Graduates of the MCI will receive a certificate of completion upon fulfilling the requirements of the program.

  • The program will take place over the course of 3 days encompassing 2 work days and 1 weekend.

  • In addition to the focused curriculum, the MCI includes networking and team building activities built in to enhance the learning experience and allow attendees the chance to decompress and relax in between.


  • The MCI program assessment involves the Municipal Clerk or Supervisor of the student in a mentoring role.

  • Each student must schedule an Interview with their Clerk/Supervisor and present them with a brief written summary outlining highlights of the MCI Level 1 and identifying key learning's, and also identify how what they learned relates to them and their municipality. The written summary should be approximately 800 words.

  • The Clerk/Supervisor is required to sign off on the students’ written summary, and the student has to submit it to AMCTO to receive their completion certificate.

Day 1 - Thursday, October 22, 2020 (8:00 am - 5:30 pm)

Government & Governance (An overview of the municipal government structure focusing on the role of the Clerk within the municipal corporation)

Managing Information Privacy and Records (includes An overview of MFIPPA and municipal records management responsibilities)

Performance Measurement: Operational Efficiency & Effectiveness (Benchmarking, KPI, reporting, measuring service orientation, customer satisfaction)

Communications (corporate communications, business writing, report writing, use of social media, website, media relations)

Day 2 - Friday, October 23, 2020 (8:00 am - 5:30 pm)

Budget and Basic Finance (budget process, tracking it, debentures, procurement, fees and charges, capital vs operating, sources, basic overview of FIR and account allocation)

Effective Meeting Management (includes: rules of procedures, protocols, closed meetings, minute taking, and the conducting of effective meetings)

Appointed & Elected Official Relationships (Political and Organizational Acuity, including with elected officials, supervisors and colleagues)

Customer Service and Service Orientation (includes citizen-centered government, complaint management)

Day 3 - Saturday, October 24, 2020 (8:00 am - 5:00 pm)

By Laws and Policies & Procedures (drafting, notice periods, enforceability, vulnerability, short form wordings, set fines)

Municipal Law: Legislative Framework - (Statutory Responsibilities re: specific legislation- incl. Planning responsibilities relevant to the Clerk - Development Charges, Cemeteries, POA, Quasi-judicial bodies; Court Structure, Drainage Act, Line Fences Act, Municipal Act (with a little more detail), Municipal Elections Act, expropriations Act, and other municipally-focused legislation; researching, reading & interpreting Legislation; Contracts & agreements {basic requirements of a legal agreement}) – high level understanding of the legislation that references a defined role for the Clerk

Licensing & Legislative Services - (Complete overview in the legislative landscape - statutory vs optional obligations - business licensing, marriage vital statistics, lottery, vendor, taxi, administrative penalties, commissioning, marriage officiating)

Refund Policy: All  cancellations must be confirmed to AMCTO in writing. A refund levy of $226.00 (includes HST) will be applied to all cancellations received up to fourteen (14) business days prior to the event. Refunds are not granted for cancellations made within 13 days or less of the event date.
