Municipal Compliance and Municipal Approvals for Cemeteries and Crematorium: Funeral, Burial

Municipal Approvals have to be in compliance with the Funeral, Burial and Cremation Services Act, 2002 and related Ontario Regulations for Cemeteries and Crematorium.

About the Instructor:

Michael D’Mello is the Deputy Registrar at the Bereavement Authority of Ontario.  One of his responsibilities is Outreach and Education specifically related to cemeteries and crematoriums that are licensed and operated under the Funeral, Burial and Cremation Services Act, 2002. The bereavement sector includes cemeteries, crematoriums, funeral and transfer service operators and their establishments, funeral directors, and sales representatives and funeral pre-planners employed by these operators. 

As the Registrar, from 2000 – 2016, with the Ministry of Government and Consumer Services, he regulated and administered the Cemeteries Act (Revised) and subsequently as of July 1, 2012 the Funeral, Burial and Cremation Services Act, 2002, in relation to cemeteries, crematoriums and burial site discoveries.

Michael attended the University of Toronto and subsequently had a career in Policing with the Toronto Police.  He is also a Real Estate Broker. His studies at the University ranged from biology, calculus, physics, chemistry and psychology to sociology and criminology. His wide and varied work experiences include interaction with most religious organizations, ethnic groups and municipalities, First Nation communities, police, coroners and archaeologists. He provides responses and opinions on cemetery matters to media, MPP’s, mayors and CAO’s and Provincial and Federal Ministries.  He has an excellent working relationship with the Ministries of Tourism, Culture and Sport; Indigenous and Aboriginal Affairs; Natural Resources & Forestry and Transportation from dealing with burial site discoveries and from working to ensure that burial sites are handled appropriately and that all cemeteries are preserved, protected and respected as religious and historic sites.
