Treasury Board Announces Transfer Payment Consolidation Smart Initiative

Ontario's Treasury Board President Peter Bethlenfalvy announced the Transfer Payment Consolidation Smart Initiative, which the government says will reduce administrative costs, increase value for money, enhance client experience and improve service outcomes.

This initiative is part of Ontario’s broader plan to build smarter government. Currently, many different ministries, systems, and processes administer funding that is transferred to service partners who deliver certain programs.

Consolidation efforts under the initiative include:

  • Consolidating early years and child care transfer payment agreements, reducing the number of agreements with municipal governments by 50% and streamlining requirements.

  • Two financial submission reports are now required instead of three and the application process for wage enhancement funding is eliminated for child care reporting. 

  • Streamlined reporting requirements for the Employment Service, Youth Job Connection, Literacy and Basic Skills and Canada-Ontario Job programs that have resulted in over 1,000 less reports in 2019-20.

  • Streamlining annual reporting under the Community Homelessness Prevention Initiative and reducing performance indicators by 66%.

  • 10% reduction in citizenship and immigration transfer payment program reporting requirements
