A municipal council resolution supporting a proposed water taking would be valid for five years. If the company does not apply for a permit within that period, it would have to obtain a new municipal council resolution from the local host municipal council before applying. A municipal council would have 12 months to pass a resolution either supporting or objecting to the action. If the council takes no action, the application for permit would proceed to the ministry for review. There is a provision that allows the council to later pull its support, but an application can proceed unless the Ministry in its review of the application takes that into account.
