On September 18 2020, the two-year transition period for the new Community Benefits framework began as a result of an in force proclaimation. In addition, changes to the Development Charges Act, 1997 were also proclaimed.

As a result of the advocacy from the municipal sector, the Province made changes to it's original proposals for its Community Benefits framework outlined in Bill 108, More Homes, More Choice Act, 2019 through Bill 197, the COVID Economic Recovery Act, 2020.
