I am looking to see if anyone has a by-law where Council, through an appeal board, can increase the amount of authorized dogs for medical reasons, because of the size of the dog, etc. I wonder how "legal" it would be for Council to make such a discretionary decision. Any thoughts?

I think this is fairly common - used the municipal google search tool and found variation pricing based on type of vehicle. Here is an example from the city of London.
