Announcing New AMCTO Executive Director

The Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) is proud to announce the appointment of David Arbuckle as the new Executive Director.
As an accomplished and outcome-focused public sector leader, David brings a wealth of municipal, political, academic and private sector knowledge and experience to the role of Executive Director with AMCTO.

In his senior management roles with both the Town of Caledon and Region of Peel, David has built a reputation as a trusted problem solver and transparent collaborator who demonstrates highly developed partnership skills among diverse stakeholder groups. Before joining the municipal sector, David served as Chief of Staff to the Minister of Municipal Affairs and Housing where he led several key municipal issues including the Provincial-Municipal Fiscal and Service Delivery Review and new affordable housing investments.
David has a Bachelor of Arts in Politics from Brock University and a Masters of Public Administration in Local Government from Western University. David also has a Diploma in Municipal Administration from AMCTO and has completed AMCTO’s Executive Municipal Leadership Program in partnership with the Ivey Academy.
“Now more than ever, current and future AMCTO members need an association that is going to support their growth as professionals and advocate for their interests with key decision-makers,” says David, “I am honoured to be part of the AMCTO, a respected organization that has been so foundational in the success of both municipal employees in particular, and the municipal sector as a whole.”
The Association would like to acknowledge and thank outgoing Executive Director, Andy Koopmans for his 20 years of service and many great contributions to the sector.
“I would like to formally thank Andy Koopmans for his many years of service and on behalf of the AMCTO Board and staff, wish him well on his retirement,” says AMCTO President, Robert Tremblay. “Andy has made a lasting impact with his decades of service and has solidified AMCTO as the voice of municipal experts.”
The Board would also like to recognize and extend its thanks to the hiring committee and The Portage Group on a successful recruitment process.
