The Opportunity
AMCTO is seeking subject matter experts to collaborate on the revision of textbooks and course materials for the Municipal Administration Program (MAP) and Municipal Accounting and Finance Program (MAFP). This is a paid opportunity suitable for individuals who have deep expertise and significant practical experience in the municipal sector, and a desire to translate that knowledge into engaging educational materials.
Project Overview
MAP includes four units:
- Unit 1: Introduction to Local Government
- Unit 2: Municipal Administrative Structure
- Unit 3: Municipal Financial Management
- Unit 4: Management in the Municipality
MAFP includes two units:
- Unit 1: Introduction to Municipal Accounting and Financial Reporting
- Unit 2: Financial Planning and Asset Management
Each unit is an individual course that comprises a textbook, a series of assessments, marking guides, and PowerPoint slides. The subject matter expert will:
- Update content to reflect the current municipal landscape including the latest legislation, policies, practices, and trends.
- Compose new content where needed to support learning objectives.
- Make revisions based on feedback from current students, markers, and instructors.
- Curate existing audio and video content, where possible and appropriate, to complement written content.
- Work with AMCTO to develop assessments and learning activities that are creative, practical, and engaging, along with marking guides for AMCTO instructors.
Qualifications
- Subject expertise that comes with a strong track record in the municipal sector
- Strong understanding of AMCTO members’ and students’ educational needs
- Excellent research and writing skills
- Ability to explain concepts in clear and plain language in written form
- Ability to remain factual and objective when articulating complex, political matters
- Prior familiarity with MAP and/or MAFP content is a plus
- Previous experience developing educational materials is a plus
Preference will be given to AMCTO members in good standing.
Timeline
Our intention is to select subject matter experts by late November 2021. The work will begin in December 2021, with the goal of completing the revised materials by May 31, 2022.

Expressions of Interest will be reviewed following the deadline. AMCTO will identify a shortlist of respondents who meet the qualifications and select potential candidates for an informational interview. AMCTO may request the completion of a writing exercise after the interview.
