Code of Ethics & Values

Adopted in 2015, the AMCTO Code of Ethics and Values outlines key tenets for ethical conduct and behaviour for municipal managers and leaders. As an AMCTO member, you have made a commitment to uphold these tenets and values in order to grow the municipal profession in a way that enshrines the trust of the public, elected officials, and their colleagues.

In 2024, the Board approved a revised AMCTO Code of Ethics and Values, which includes guiding statements for all 12 ethical tenets.

The Code is broken down into three (3) sets of values and 12 ethical tenets:

To support members' professional growth, we are committed to ongoing ethics education, training and dialogue. The AMCTO Ethics Advisory Working Group serves to support members in adhering to this Code and is available to answer questions, provide feedback and advice on ethical matters.

As an association, our goal is to develop a community-centric membership focused on providing the highest quality of professional service to Ontario municipalities. As such, we encourage all members to reach out to the Ethics Advisory Working Group should they have questions or concerns when it comes to ethical issues or adhering to the Code of Ethics and Values. Note that feedback is not meant to replace any legal advice that might be warranted in your specific situation.

Ethical Complaints

Note: the AMCTO Code of Ethics & Values complaints process is only available to AMCTO members and not the general public. For more information, please contact the Ethics Advisory Working Group.

If you are an AMCTO member and you believe there has been a violation of the Code of Ethics & Values, please review Article X – Professional Conduct (PDF) in our Constitution and Bylaws for more information on how to report a violation.
