Reporting to the Director of Housing and Homelessness Services, the Manager of Housing Initiatives, Residential Assets, and Business Supports is responsible for residential building development and revitalization; capital replacement and renewal projects pertaining to community and affordable housing assets owned by the municipality; and managing various departmental staff responsible for day to day customer service delivery and business supports.

Specific duties will include the drafting and maintenance of various Housing and Homelessness Master Plans such as the Municipal Housing Master Plan and the Housing Stability Plan; chairing and promoting the work of multi stakeholder groups such as the Housing Master Plan Working Group; and monitoring and reporting on departmental key performance indicators. The Manager of Housing Initiatives, Residential Assets, and Business Supports works with internal and external stakeholders for housing strategies, building development opportunities, and revitalization projects with the view to maintain and enhance current community and affordable housing assets. This includes securing funding from various levels of government as well as managing all housing units in relation to asset renewal and preventative maintenance.

Qualifications

  • Must be able to demonstrate a level of expertise related to the duties described herein, acquired through successful completion of a four-year university degree in Business, Engineering, Architecture, Planning, Community/Social Sciences, Public Administration or approved equivalent.
  • Preference will be given to candidates with additional education and/or training in Community Development/Leadership, Project Management, or Community Housing Asset Management.
  • Minimum five (5) years experience in housing, preferably in a municipal environment.
  • Minimum three (3) years in a supervisory capacity.
  • Experience in managing staff in a unionized environment.
  • Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills demonstrated by success in developing, leading, and managing technical and frontline teams.
  • Thorough understanding of applicable federal and provincial legislation and related regulations.
  • Excellent oral and written communication skills and research ability.
  • Strong organizational, administrative, management, planning, problem-solving, and decision-making skills.
  • Proficiency in budget preparation and monitoring.
  • Knowledge and understanding of community resources in the City of Brantford and County of Brant.
  • Demonstrated experience with large residential development projects and various agreements.
  • Demonstrated experience with asset management approaches and functions including developing and implementing long range asset management strategies.
  • Demonstrated community engagement expertise and experience in working across organizations to achieve results.
  • Management competencies including results/achievement focus, leadership, financial management, business planning, decision making/judgment, representation and professionalism and job knowledge.
  • Demonstrated political acuity and ability to negotiate, mediate, facilitate and present information to varied audiences.
  • Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.
  • Computer literacy, utilizing MS Office software applications and knowledge of project management and asset management applications.
  • Ability to work outside regular business hours, as required.
  • Ability to travel to off-site locations in a timely and efficient manner, as required.
  • Possess a valid Class 'G' driver's license in good standing during the course of employment.
  • Satisfactory Police Vulnerable Sector Check.
  • IMS 200 Certification or equivalent (ICS200) is considered an asset. Subject to course availability, certification must be achieved within the first year of employment.
