Employment Law & Human Resources Program

The ELHR program has two parts and 10 modules:

Part 1: Fundamentals of Human Resource Law in Ontario (developed in collaboration with Cunningham Swan Lawyers)

• Module 1: Legal Framework
• Module 2: Employment Standards Act
• Module 3: Occupational Health and Safety Act
• Module 4: Human Rights and Attendance Management
• Module 5: Understanding Collective Agreements
• Module 6: Discipline and Termination

Part 2: Issues and Practices in Municipal Human Resource Management (developed in collaboration with the Ontario Municipal Human Resources Association)

• Module 7: Human Resource Issues and Trends in the Ontario Municipal Sector
• Module 8: Human Resource Planning
• Module 9: Talent Management
• Module 10: Performance Management

Together, these modules help you understand how laws, policies, organizational planning, and people management intersect within the context of the Ontario municipal sector. They also help you increase your situational awareness so that you can spot human resource issues that arise in your municipality and identify appropriate steps to take. 

After completing the ELHR program, you will be able to:

• Identify municipalities' key legal obligations within the legal framework for human resource management in Ontario, which includes the Employment Standards Act, Occupational Health and Safety Act, and the Ontario Human Rights Code.
• Explain the core principles that underlie collective agreements, disciplinary processes, and terminations.
• Recognize human resource problems and issues in a variety of scenarios and the potential legal implications.
• Connect human resource challenges and opportunities within your municipal organization to broader issues and trends affecting the municipal sector.
• Determine ways in which human resource management practices can support your municipal organization’s strategic or service delivery goals.
• Examine a municipality's HR policies and approaches to workforce planning, talent management, and performance management and identify areas for improvement.
   

The program is delivered through a combination of four (4) instructor-led Zoom classes, videos, readings, case studies, and five (5) graded written assignments. 

Attendance is required for the Zoom classes. 

A minimum grade of 51% on the final assignment and a minimum overall grade of 60% are required to pass the program.

A certificate will be awarded upon successful completion of the program.

$1,699.00 +HST

All course materials are included in the tuition fees. There is no textbook for the program.

ELHR is one of the programs that we offer under the status of a Certified Educational Institution. Tuition fees for this program are tax-deductible.

All cancellation requests must be sent in writing by email.

A refund levy of $200.00 +HST will be applied to all cancellations received up to two weeks (14 days) prior to the first scheduled Zoom class. Refunds are not granted for cancellations made within 13 days or less of the first scheduled Zoom class.

Registrations and payments cannot be transferred to a later date.

You may be eligible to apply for exemption from ELHR if: 

• You are enrolled in the AMCTO Diploma in Municipal Administration (DMA) program; and
• You have a CHRP, CHRL, or CHRE designation and your work experience meets the criteria under section 5(i) of the DMA Terms of Reference.
