Employment Law & Human Resources Program

The Employment Law and Human Resources (ELHR) Program provides a foundation in the legal framework for human resource management in Ontario, and an introduction to human resource issues and practices in the municipal context. It is suitable for municipal administrators with no professional background in human resources as well as those who are in an early stage of their career in a municipal human resource function.

The ELHR program can be taken on its own or as part of our Diploma in Municipal Administration (DMA).

Please note: 

  • Due to the time commitment required, if you work full-time, it is strongly recommended that you dedicate one term (winter or fall) to the program and not register for any other AMCTO education course at the same time.
  • This program was previously offered in conjunction with an HR Report component for DMA students. The previous HR Program and HR Report have been phased out and are no longer offered as of May 2025. If you are a DMA student who has not completed the previous HR Program and the HR Report, you must complete the new version of the program starting fall 2025.
