Advancing Governance, Financial Stewardship, and Asset Planning in Community Housing

Regional Municipality of Durham

The Housing Services Division of the Regional Municipality of Durham is undertaking a capacity‑building initiative to support the long‑term sustainability of community housing providers across Durham Region. Community housing organizations play a critical role in delivering safe, affordable housing, yet many face increasing complexity related to governance requirements, financial stewardship, capital repair planning, and compliance with provincial legislation. This project responds to the need for clear, practical, and accessible guidance to help providers navigate these responsibilities effectively.

The project will result in a series of comprehensive, plain‑language guides designed for community housing providers. These guides will focus on core operational areas, including governance and board responsibilities, financial management and oversight, capital planning and asset sustainability, and legislated responsibilities under Ontario’s housing framework. The materials will be pragmatic and applied, drawing clear connections between policy, legislation, and day‑to‑day organizational practice.

A central component of the project is a jurisdictional and literature review examining best practices in community housing management. This review will explore approaches used by other service managers and housing systems, as well as relevant academic and sector research, to identify effective strategies for strengthening organizational capacity and resilience. Findings from this review will directly inform the development of the guides.

This project offers a unique applied learning opportunity for a master’s student interested in housing policy, public administration, urban planning, or social services. The student will gain hands‑on experience with research, policy analysis, and knowledge mobilization, while contributing to a real‑world initiative with tangible outcomes for the community housing sector. Ultimately, the project aims to enhance provider knowledge, strengthen organizational capacity, and support the long‑term viability of community housing in Durham Region.
