This internship will support the municipality in modernizing its privacy framework in response to amendments to the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) introduced through Bill 97, Helping Homebuyers, Protecting Tenants Act, 2023. The project addresses a key municipal challenge: translating legislative change into consistent, efficient, and user-friendly operational practices across departments.
Privacy-related obligations under MFIPPA are becoming more complex and resource-intensive, particularly following the amendments introduced by Bill 97. These changes expand expectations around accountability, risk identification, and proactive privacy management, including the need for more structured and consistent privacy impact assessments (PIAs). Implementing these requirements effectively demands specialized analysis, dedicated attention, and the development of standardized tools and processes that exceed current internal capacity. Dedicated support is needed to design and embed a cohesive, municipality-wide privacy framework that integrates PIAs into program and service delivery, ensures consistent compliance, reduces privacy risks, and supports staff in meeting legislative obligations while improving transparency and public trust.
Project objectives include reviewing current practices, identifying gaps in privacy risk assessment, and applying new MFIPPA requirements to develop standardized privacy impact assessment tools, workflows, and guidance that support consistent, compliant decision-making across municipal services. End goals are to deliver implementation-ready tools such as process maps, RACI matrices, and privacy review frameworks, along with a corporate roadmap for continuous improvement.
Ideal candidates will have strong research, analytical, and writing skills; an interest in public administration, law, or information governance; and the ability to synthesize complex information into practical tools. Experience with privacy legislation, records management, or process mapping is an asset. Applicants should demonstrate an interest in municipal government or public-sector modernization, experience with research or process improvement, the ability to manage competing priorities, and their approach to improving a complex administrative process.
