Records Reimagined: Corporate Records Modernization Project

The City of Stratford is undertaking a comprehensive update to its records management program. Phase 1 of the project is the development of an amended records retention bylaw, followed by Phase 2, the implementation of our new electronic document records management system (EDRMS) across the corporation. 

The project aims to modernize the City’s records retention bylaw and customize the TOMRMS structure. An update is urgently needed because some provisions in the by-law are no longer compliant with provincial legislation, the existing structure has created inconsistencies and duplications in retention requirements, and some categories do not fully reflect the records in the custody of the City. Addressing these issues is critical before the EDRMS is fully rolled out across the organization, as a clear, current, and consistent retention framework is necessary for implementation. As part of this work, the student will conduct research into best practices for managing electronic records in a municipal environment and prepare a final report with recommendations to support implementation across the organization.

The objectives of the project are to create a legally compliant and operationally effective retention by-law, improve consistency in records practices across departments, and support the implementation of the City’s EDRMS. The end goal is a modern records management system that is applied consistently across the organization, improves operational efficiency, strengthens the management of both digital and paper records, and improves public access to information while enhancing transparency and accountability.

A strong candidate for this project would have excellent communication, organization, research, and project management skills. Familiarity with records management principles or TOMRMS would be an asset but not required. Students should demonstrate attention to detail, the ability to analyze and organize information, and an interest in public sector policy, compliance, and information governance.
