Job Profile

The Supervisor of Financial Planning – Capital & Development is responsible for overseeing the execution, review, and coordination of capital budget, capital forecasting, and development charge‑related financial planning activities. Reporting to the Manager of Financial Planning, Deputy Treasurer, the role supervises assigned financial planning staff and supports consistent integration of capital and development charge financial information including oversight for the City’s growth-related revenues, development charges, and securities.  

The position provides focused financial oversight for complex capital initiatives and assigned portfolios, ensures alignment between capital plans and funding strategies, and supports accurate reporting and analysis. The Supervisor ensures legislative compliance escalates policy, legislative, or higher‑risk matters to the Manager as required.

What you will be doing

  • Oversees preparation and review of capital budgets, multi‑year capital forecasts, and related financial analysis.
  • Supervises and reviews the work of Financial Analysts and Senior Financial Analysts assigned to capital and development planning activities.
  • Coordinates capital planning inputs with development charge financial information to support consistency and alignment.
  • Provides enhanced financial oversight for select capital initiatives or portfolios requiring additional coordination, complexity management, or senior‑level attention.
  • Reviews capital project forecasts, cash flows, and funding assumptions to ensure compliance with approved policies and standards.
  • Oversees tangible capital asset reporting related to capital projects, ensuring compliance with accounting standards and policies.
  • Identifies risks, inconsistencies, or emerging issues within capital and development planning activities and escalates non‑routine or policy‑related matters to the Manager.
  • Supports preparation of capital‑related and development-related financial reports and updates for senior leadership as assigned.
  • Ensures compliance with reporting requirements related to grant funding. Assists in the preparation and review of grant applications and reporting for assigned programs.
  • Provides oversight on development finance matters, including the Development Charges Background Study and By-law including consultant oversight.
  • Oversees forecasting, monitoring, reconciliation, and reporting processes for development charges, securities, and other growth-related revenues.
  • Ensures development charge transactions, exemptions, credits, deferrals, and related accounting entries are accurate and compliant.
  • Monitors legislative and accounting changes, and recommends the implementation of related policy, process, and procedural updates.  
  • Provides direction to staff and internal partners on legislation, by-law interpretation, and development finance practices.
  • Contributes to process improvements and standardization of capital and development planning practices.
  • Performs other related duties as assigned. 

Education

  • University degree in Business, Accounting, Finance, or a related field.
  • Chartered Professional Accountant (CPA) designation.

Experience and Knowledge

  • Four (4) years of experience in municipal capital budgeting, financial planning, and forecasting.  
  • Advanced experience using Excel.
  • Experience using FMW considered an asset.

  • Valid G driver's license.
  • Supervisor Health and Safety Awareness Training Certificate from the Ministry of Labour (may be obtained post offer).

Your compensation

  • This position is within Grade 6 of the non-union Salary Schedule and has an annual salary range of $107,360 - $130,932. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

  • Enrolment in Ontario Municipal Employees Retirement System (OMERS).  

Hours of work

The current regular hours of work are 8:30 am to 4:30 pm (35 hours per week), Monday to Friday, with occasional evenings as required.

Location of position

This position is located at Cambridge City Hall, 50 Dickson Street, Cambridge, Ontario.
