Sarnia Police Service

Purpose

The Sarnia Police Service has identified the need for a full-time Manager of Finance to fill an existing vacancy. 

Reporting to the Director, Corporate Services, the Manager of Finance oversees the delivery of financial accounting services for the organization.

The Manager is responsible for managing financial procedures and administration, including budget preparation, analysis, preparing reports, developing an effective system of accounting, managing the payroll/time reporting system, and maintaining accurate financial records.

The Manager will supervise, coach and oversee financial services team members, provide operational direction and escalate issues where required, and ensure accurate and timely outcomes and deliverables are achieved.

The Manager will provide expertise on behalf of the financial services function in special projects and committees and will contribute specialized knowledge to assist in the development of policies, programs and procedures to meet the organization’s objectives.

The Manager will support strategic approaches to business planning initiatives, reporting and processes.

Key Accountabilities

  • Manage employee performance and contribute to various staffing decisions and recommendations relating to employee hiring, succession planning, termination and discipline. Assess unit requirements on an ongoing basis to effectively assign and prioritize work tasks.
  • Manage, approve and utilize financial, human and material resources. Manage and support financial resource planning, allocation and budget processes. Proactively monitor and identify intended and unplanned impacts. Manage information and coordinate services with external vendors and municipal partners.
  • Provide information, responses and recommendations pertaining to grievances, collective bargaining and labour relations related activities. Contribute to HR related initiatives including training, hiring panels, absence management and workplace investigations. Maintain confidential organizational and employee information.
  • Attend and contribute to Police Service Board meetings and respond to requests for information as required. Provide materials, reports and presentations to the Board as necessary.
  • Identify, communicate and proactively escalate information to the leadership team to support organizational goals and desired outcomes. 

Key Activities

  • Coach, develop and manage the finance team. Provide direction to team members regarding the accurate and timely processing of payroll, accounting and auditing-related functions.
  • Provide financial and accounting advice to senior leadership team members. Provide supervisors, managers and leaders with routine and ad hoc reports to ensure effective and efficient management of financial impacts. 
  • Participate on teams and committees to provide advice on short-term and complex projects, forecasts and financial expenditures.
  • Lead in preparing and presenting the annual budget for approvals, modifications and analysis.  Authorize expenditures within financial policies and regulations, reporting variances.
  • Provide advice and financial analytical support to bargaining negotiations, collective agreement implementations and related costing exercises.
  • Collaborate with managers in the preparation of business cases, funding applications and cost-benefit analysis.
  • Develop, maintain and update related tools and resources for controlling, tracking and disseminating information. Maintain financial tracking mechanisms.
  • Liaise with third parties to exchange and respond to requests for information, including vendors and municipal partners. Conduct operational and administrative research initiatives. Participate in cooperative research efforts with internal resources and external agencies.
  • Evaluate legislative requirements, determine impacts and recommend options to ensure compliance.
  • Provide related financial training and instruction as required.
  • Other duties as assigned.

Minimum Qualifications

  • Successful completion of a three (3) year University degree in accounting, finance or a related discipline and possess a recognized accounting designation (CA, CGA, CMA or CPA), plus a minimum of five (5) years of progressively senior experience in financial management and analysis, preferably in the public sector, or equivalent combination of education/training and experience.

Working Conditions

The position is routinely limited to sitting and intermittent walking, keyboarding and mousing, with otherwise minimal physical effort and stressors.

This position works a regular thirty-five (35) hour week, Monday to Friday, day shift. Hours may be required occasionally outside of the regular shift to accommodate special events and activities.

Health and Safety

They are also required to inform their supervisor of any unsafe conditions or situations which they have reason to believe may be unsafe or hazardous either to themselves or to others.
