Position Overview

Reporting to the Director of Corporate Services / Legal, the Clerk serves as the Township’s statutory Clerk under the Municipal Act, 2001 and provides leadership for the Legislative Services Division. This role plays a critical part in supporting Council, ensuring legislative compliance, and upholding principles of transparency, accountability, and good governance.

Key Responsibilities

  • Act as the Township’s statutory Clerk, ensuring compliance with applicable legislation and procedural requirements;
  • Plan, direct, and administer the Legislative Services Division;
  • Prepare, coordinate, and attend Council, Committee, and closed meetings, including agendas, minutes, by-laws, resolutions, and follow-up actions;
  • Provide expert governance, legislative, and procedural advice to Council, the Mayor, Committee Chairs, and senior staff;
  • Ensure compliance with statutory notice, public meeting, and reporting requirements under legislation such as the Municipal Act, Planning Act, and Development Charges Act;
  • Serve as Returning Officer for municipal and school board elections, including election planning, administration, and Council Inauguration;
  • Oversee corporate records management, including retention, disposition, privacy, and access;
    Support MFIPPA administration, including access requests, privacy compliance, and reporting;
    Provide administrative leadership and coordination support to Council-appointed Boards and Committees;
  • Supervise Legislative Services staff and promote organizational best practices in governance and records management.

Qualifications & Experience

  • Minimum five (5) years of progressively responsible experience in a municipal or public-sector governance or legislative role;
  • Experience supporting Council or Committees in a legislative or senior administrative capacity;
  • Bachelor’s degree in public administration, business administration, political science, law, or related field (or equivalent combination of education and experience); a Law degree is an asset;
  • Strong knowledge of Ontario municipal legislation;
  • Professional designation or progress toward designation (AOMC, CMO, AMP) is an asset;
  • Excellent leadership, communication, judgment, and interpersonal skills;
  • High level of professionalism, discretion, and integrity;
  • Proficiency with Microsoft Office, Teams, SharePoint, and electronic agenda or records management systems;
  • Ability to work flexible hours, including evenings and occasional weekends;
  • Valid Ontario Class “G” driver’s licence and satisfactory Criminal Record Check required.
