Clayton oversees the City of Hamilton’s property tax revenue collection, utility billing, and vacant unit tax administration. In this role, he leads the development of revenue strategies that ensure legislative compliance, operational excellence, and maximized revenue outcomes for the City.

Prior to joining Hamilton, Clayton served as deputy treasurer of the Town of Whitchurch-Stouffville. There, he played a pivotal role in developing the Town’s annual budgets, managing long-term financial planning, and advising council and senior leadership on strategic financial decision-making. He led the implementation of a multi-year service-based budget and earned recognition as an innovator by the Government Finance Officers Association (GFOA) for three consecutive years.

With professional designations as both an MBA and a CPA, Clayton brings a rigorous analytical perspective and a strong strategic lens to his work.
