Stephen's role with the City of Guelph is diverse, with core service teams reporting through corporate services – human resources, information technology, strategic communications, community engagement, customer service, legal and court services, legislative services, and internal audit. Prior to his current role, Stephen served as Guelph’s city clerk and worked in the clerk’s office at the City of Richmond Hill.

He is a graduate of the University of Guelph, where he completed a Master of Arts degree in Public Policy and Administration. He has also completed a Diploma in Public Administration from the University of Western Ontario’s Local Government Program. More recently, Stephen earned an Executive Certificate in Public Leadership from the Kennedy School of Government at Harvard University. He is a past president of the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) and is also a member of the Institute of Public Administration of Canada (IPAC).
