Stephan joined IPC from the Ontario Ministry of the Attorney General (MAG), where he was Legal Director for the Ministry of the Environment, Conservations and Parks (MECP). In that role, he was responsible for leading and overseeing all practice groups within the branch, including prosecution, hearings and privacy and access to information.

Previous to his work with MAG, Stephan served as General Counsel at the Office of the Integrity Commissioner, where he provided leadership and oversight of all legal and investigative matters. His career also includes roles as Director, Enforcement and Legal, with the Independent Electricity System Operator (IESO) and Assistant Deputy Commissioner with the federal Competition Bureau.

Stephan holds a Master of Laws from Osgoode Hall Law School and a Bachelor of Laws from the University of Windsor. He also has a Master’s Certificate in Public Management from York University. He is a member of the Law Societies of both Ontario and British Columbia.
