Digital Standards Institute Seeking Input on Voting Tabulators

To support election administrators with the planning and delivery of fair local elections, the Digital Standards Institute (DGSI) has initiated the periodic maintenance of its standard, DGSI 119-1, Election and Voting Technologies – Part 1: Vote Tabulators. The standard provides minimum requirements for the design, installation, operation, maintenance, security, auditability, accessibility, and transparency of vote tabulator systems. It is intended to support electoral management bodies and producers in strengthening integrity, reliability, and public trust in election technologies. 

The purpose of the periodic maintenance is to ensure that the standard remains current, responsive to emergent threats, aligned with evolving cybersecurity best practices, and reflective of stakeholder needs. The institute is seeking review and comments from stakeholders, including those who manage elections, technology and cybersecurity experts, policymakers, accessibility advocates, and members of the public. The maintenance period runs for 90 days, concluding on May 13, 2026.

Did You Know: According to our Association's 2022 post-elections survey, in the 2022 municipal elections, 34% of municipalities reported using vote tabulators, an increase of 8% from 2018. Most municipalities with populations over 50,000 reported using vote tabulators, as well as more than half of municipalities with populations between 10,000 and 50,000. With the 2026 municipal elections fast approaching, we are interested in seeing how these statistics may shift following election day.
