Ontario’s fall red tape reduction bill, Bill 56, Building a More Competitive Economy Act, 2025, has received Royal Assent. This omnibus legislation seeks to streamline regulatory processes, advance labour mobility, and increase competitiveness, making changes to 31 different pieces of legislation.
Of particular relevance to our members, the Act amends the Highway Traffic Act to repeal the section that authorizes the use of automated speed enforcement (ASE) cameras, something that we have advocated against. As of November 14, municipalities will no longer be allowed to use ASE cameras. No changes have been made regarding red light cameras.
The Act also adds a new section providing that the Minister of Transportation may direct a municipality to install signs in school zones on highways under its jurisdiction, and that if the municipality does not install the signs, the Minister may carry out the installation.
We are aware that many municipalities have made significant financial investments to launch ASE programs. As an Association, we hold the position that municipalities are best placed to develop transportation plans based on their local knowledge and circumstances.
