On December 9, the Government of Ontario introduced Bill 238, Emergency Management Modernization Act, 2024. The bill makes amendments to the Emergency Management and Civil Protection Act, 1990, and the Ministry of Community and Social Services Act R.S.O. 1990 to modernize emergency management and better prepare Ontario for floods, wildland fires, and other emergencies. The legislation is said to build on the Government’s Provincial Emergency Management Strategy and Action Plan introduced in 2023.
Concurrent with the bill’s introduction, the Government released a regulatory registry and environmental registry consultation, with comments due by January 23, 2025. Emergency Management Ontario proposes to further engage partners in developing regulations should the bill pass.
Earlier this year in August, we provided comments to an environmental registry posting with some recommendations for modernizing emergency management. An initial review of the bill suggests that there are several changes impacting municipalities. Should the bill move past second reading and/or the regulatory registry consultation, we will undertake a thorough review and analysis of the proposed amendments and seek member feedback should we make a submission to standing committee.
