Regulatory Posting: Invitation to Register Potential Interest in Implementing a Water and Wastewater Public Corporation Model

The Ministry of Municipal Affairs and Housing (MMAH) is inviting municipalities to submit an expression of interest in locally implementing the water and wastewater public service delivery model. This input will help MMAH understand levels of interest, needs, readiness, and potential next steps to support future expansion of the model. 

Submissions should briefly explain:

  • The local context
  • Potential municipal service areas
  • Requested changes to the existing regulatory framework to support the adoption of this service delivery model
  • Timing considerations and readiness for locally-led implementation
  • How the model may help support increased investments in infrastructure to enable housing development

You may recall that in fall 2025, the Government introduced a framework that authorizes the Minister of Municipal Affairs and Housing to require municipalities to provide water and wastewater services exclusively through a new water and wastewater public corporation. Subject to future regulations, the Minister will designate the first water and wastewater public corporation in Peel Region that will be jointly owned by Mississauga, Brampton, and Caledon.
