This post highlights a regulatory proposal from the Ministry of Municipal Affairs and Housing
As announced on Friday, the Government is expanding strong mayor powers and duties to 26 additional municipalities in Ontario.
To make this change, the Ministry of Municipal Affairs and Housing is proposing amendments to O. Reg. 530/22 under the Municipal Act, 2001 to expand the list of municipalities where the head of council has strong mayor powers and duties to include certain high growth municipalities that have committed to a housing pledge.
In addition, the Ministry is proposing to amend the regulation to clarify that existing dual vacancies rules in the Municipal Act, 2001 (i.e., the lower-tier municipality, not upper-tier, is required to fill the vacancy) also apply in municipalities where the head of council has strong mayor powers and duties.
The proposed amendments would come into effect on July 1, 2023. Comments are due on Friday, June 23, 2023.
