For over 30 years, Sabine has been active in municipal affairs. She founded StrategyCorp’s Municipal Affairs Practice Group in 1998, which has served hundreds of municipalities across Canada on a variety of strategic projects, relating to:
- Council training and strategic planning
- Intergovernmental affairs (federal and provincial)
- Operational, organizational and ward boundary reviews
- Special policy projects and issue management
A well-known commentator on the municipal world, she is a strategic advisor to Ontario’s Big City Mayors (OBCM) on provincial relations. She has also advised the Association of Municipalities of Ontario (AMO), the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO), and the Ontario Municipal Administrators Association (OMAA).
Sabine has also previously served as chief of staff to Ontario’s Minister of Municipal Affairs and Housing. In that capacity, she was deeply involved in the creation of Ontario’s municipal taxation and assessment regime, key reforms to Ontario’s Municipal Act and Planning Act, as well as the amalgamation of the City of Toronto.
Since 2007, Sabine has been an instructor in Ontario Tech University’s Municipal Management Program. She also teaches provincial-municipal relations through AMCTO. Sabine’s municipal expertise is grounded in her legal background. She was called to the Bar of Ontario in 1993, serves as StrategyCorp’s in-house counsel, and previously practiced law in Toronto with a major Bay Street firm.
