David was a two-term mayor at the Town of Arnprior, where after a successful first term of office he was uncontested and acclaimed in his second term. David was Arnprior’s head of council during one of its most transformative periods. He led a change agenda which saw innovative cost-saving strategies, enhanced internal programming, and annual strategic plan adoption and adherence. David also oversaw the implementation of the pay-as-you-go financial model and 20-year long-range capital financial plans, a highly successful downtown revitalization project, and many other lauded initiatives.
David is a graduate of Queen’s University, a professional engineer, and a successful private business executive. Highly regarded for his business and government acumen, David has served on several provincial committees. David has shared his experiences and insights as a special guest speaker on municipal governance issues from a mayor’s perspective for the Municipal Finance Officers’ Association of Ontario (MFOA) and the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO).
