The Digital Governance Standards Institute, part of the Digital Governance Council (formerly CIO Strategy Council) has been developing voting technology standards in Canada. The goal of these voluntary standards is to provide a framework to promote electoral integrity and contribute to safeguarding elections.
The Institute has been working with experts and partners across the country, including local election administrators from Ontario, to develop draft standards for vote tabulators and electronic poll books which are now ready for public comment. A number of AMCTO members have been engaged in this work.
DGSI 119-1:20XX: Election and Voting Technologies – Part 1: Vote Tabulators (D3) and DGSI 119-2:20XX: Election and Voting Technologies – Part 2: Electronic Poll Books (D3) are now open for a 60-day public review period. We understand that technical committee members continue to discuss online voting standards and we look forward to seeing the results of that work in the coming months.
As we look ahead to AMCTO’s proactive review of the Municipal Elections Act, we know that standards, particularly for online voting, are of interest to our members and there may be opportunity to leverage the Institute’s work to help inform our recommendations to the Province.
