The Ontario Business Improvement Area Associations (OBIAA) released a consultation paper “Municipal Act: An Act in Three Parts” which among other things, calls for a separate act governing BIAs.
AMCTO staff is reviewing the paper and is seeking member feedback to inform a position on the matter. We are interested in knowing members' experience with their local BIAs and more about the relationship between the BIAs and the municipality.
- How would you characterize the current relationship between your municipality and its local BIAs (if your municipality has BIAs)?
- What works well within the current legislative environment? What is challenging or doesn’t work well? (funding, governance, administrative/operational factors etc)
- What are the opportunities or solutions to addressing the challenges and making improvements to the local relationship?
- Which recommendations would you support and why? Which are problematic and why?
- If AMCTO was asked to support the OBIAAs recommendation for a separate act, would you be supportive of the Association doing so? Why or why not?
- If AMCTO supported the recommendation for a separate act, what would be the considerations for implementation which may affect a municipality that would need to be thought through?
- For municipalities under strong mayor, considering regulations governing the head of council's role are still not in place, what feedback do you have on what you would like to see in those regulations given your experience with strong mayors?
