Conmee's PW is unionized so the best place to look would be Collective Portal (https://www.lr.labour.gov.on.ca/en-CA/Collective-Agreements/) - its interactive reports are also interesting especially the wage trends (https://www.ontario.ca/page/collective-bargaining-ontario-interactive-reports)
Administration is difficult since the duties/roles can vary with each municipality. You almost need to break down the job into its various elements and then determine a base wage from there. For example, a Deputy Clerk-Treasurer who spends 90% of her time on treasurer stuff is going to have a different wage expectation than a Deputy Clerk-Treasurer who spends 90% of her on time on front-line admin stuff.
It's very tricky. The best thing to do is ask all the neighbouring municipalities for their wages and then try to adjust for the differences in population/workload/etc. And then of course the private sector is always your competition.
For a high level overview of wages, you can look at MMAH FIR data to see what the overall dept wages/positions are. And the data is usually a year or two behind but it can be interesting to see patterns.
