
Gloria is a seasoned municipal leader with over 19 years of experience in public sector finance and administration. She began her career in public accounting, specializing in municipal audits, before transitioning to local government in 2019 as chief administrative officer (CAO)/treasurer for the Municipality of Tweed. During her five-year tenure, she led the organization through the complexities of the COVID-19 pandemic, implemented critical budgetary reforms—including a significant tax levy adjustment—and fostered regional collaboration through joint service boards.
In January 2025, Gloria assumed the role of CAO for the Town of Renfrew, where she worked closely with council, staff, and the community to address evolving municipal challenges. In this role, she managed the municipality's transition to a strong mayor system, along with several other key transitions as part of the senior management team.
Although currently in transition, Gloria continues improving her knowledge of municipal government and works towards sharing this knowledge with others in the sector. She holds an Honours Bachelor of Business Administration from Wilfrid Laurier University, is a Chartered Professional Accountant (CPA, CA), and earned her Diploma in Municipal Administration (DMA) from AMCTO in 2022.
